Course Description

Just as in the tradition of western political systems fundamental rights constitute the central pivot of the Constitution, so today there is a renewed necessity for a constituent process in which Europe is given self-identity and recognition. This is a complex path which cannot be thought of as merely the transferring to European level of the experiences of the small countries which the west has undergone. We cannot rest happy with an idea of community as just a summation of incompatible egoisms, anchored in the tradition of a “modern” form of politics typical of the Nation-state. Europe should be thought of in an entirely new and unusual way. “Unusual” consists above all in the conception of a ”public” policy sphere , starting out constitutionally from the dimension of valuing “ethnical”-national diversities and considering these as a resource rather than as an obstacle to Europe’s affirmation. The challenge for Europe will therefor...
